Seven County Regional Transportation Study is Completed - May 2013

From Nov 2011 to May 2013, seven NY counties - Cayuga, Cortland, Tioga, Chemung, Schuyler, Seneca and Tompkins worked on a Regional Transportation Study (RTS) with lead consultants: Wendel Companies, in association with Arch Street Communications, the Bronner Group & Jack Reilly. The study is wrapping up.  The final report and executive summary are found below.

Subject: Brief Summary/Next Steps – Regional Transportation Initiative

At our meeting on Friday, May 3, at 9:30 a.m. at TC3, Marlene Connor, Director of Public Transportation Planning with the Wendel Companies, and her colleagues, Jim McLaughlin and Jack Reilly, presented the overview of the study that they had completed including their recommendations for enhancements for regional mobility services. An Executive Summary of the study was forwarded to all of you prior to our meeting. Following the presentation, there were a number of clarifying questions from those in attendance and questions that were raised about how we can move this initiative forward.

There were both short-term and long-term recommendations that were presented for the creation of a Virtual Regional Transportation Consortium. The consensus of the group was that this initiative, to achieve its potential, needs a strong advocate. Given tight budgets, limited staff, and multiple commitments of key staff, there was frustration as to how the resources could be found to do so. After additional conversation and debate, the following major outcomes or discussion were agreed upon:

1. There was a strong consensus among all members of the Coalition to accept and endorse the study and its recommendations presented by the Wendel Companies.

2. There were some monies remaining in the original grant that funded this study and it was agreed that those monies would be available for the Wendel Companies to develop a Phase I Pilot Proposal for funding consideration. This proposal would provide funding for a mobility manager, technical and software support for the regional initiative, and other related expenses. In an effort to attract funding, this proposal will include a focus on the economic impact of our regional initiative, as well as clear metrics for what would be achieved as a result of this Phase I implementation.

3. Dwight Mengel brought to our attention that there may possibly be some FTA Appalachan Region Public Transportation funding available. He will make contact to learn more about their level of interest in supporting our seven-county regional initiative.

4. Fernando De Aragón and Marlene Connor will follow up with their respective contacts at both the New York State Department of Transportation and the Federal Department of Transportation for possible funding support for the Phase I Pilot implementation.

5. Carl Haynes will explore what aspects of the Study recommendations would be within the guidelines of our Southern Tier Regional Economic Development Council (REDC) for potential funding.

It was agreed that we should meet again in late June to review progress on these next steps, as well as explore any other ideas that may develop in the meantime and how we can continue to keep momentum going for this vital initiative of mobility services in this seven-county region.

Regional Transportation Study Begins ...

The first meeting of the Regional Transportation Study (RTS) consultant selection was held today at the County's Old Jail Building. The consultant is Wendel Companies, in association with Arch Street Communications and the Bronner Group. The meeting summary, agenda and Wendel's proposal are found below.

Marlene Conner, Director of Public Transportation Planning, Wendel Companies, is the Project Manager.  Ferando deAragon, Executive Director, ITCTC, is the Project Manager for Tompkins County and the RTS Client Committee.

The consultants will be back in the RTS region during the week of January 16, 2012, for a round of meetings with the RTS Client Committee, Planning Committee, Tompkins Coordinated Plan Committee and others. It will be a busy week.

RTS News

October 4, 2011

This is an update regarding the Regional Transportation Study (RTS) consultant selection.

The RTS Client Committee met several times to discuss the responses to the RFP for our study.We selected and interviewed three finalist firms. We were fortunate to have three strong proposals but, as a result, it proved a difficult task to select one. At the end we selected Wendel Companies, in association with Arch Street Communications and the Bronner Group, for implementation of the RTS. I would like to thank the members of the Client Committee for their time and effort in the consultant selection process.

All applicants have been notified of the results of the selection process. Now that we have selected a consultant, I am working with Tompkins County staff to set up the required budgets and to prepare a contract. I estimate we will have a notice to proceed with the project by the end of October.

Attached is a copy of the proposal from Wendel for your information.

Regional Transportation Study RFP is on the Street -

The RFP has been advertised in the NY Stated Contract Reporter, the Transit Talent website, and a  notice is being sent directly to a list of consultants we have compiled. Final RFP is attached. The document is posted in the ITCTC website - www.tompkins-co.org/itctc , click on Regional Transportation Study in the menu. Feel free to refer any requests for information to the web site. If you have any specific consultant you want to receive a notice of the RFP let me know, or let them know to go to the study website.

A Pre-Proposal Teleconference will take place on Wednesday, July 13, 2001,  1:00pm, when I will answer specific questions regarding this RFP.

Regional Transportation Study

Statement of Problem:

There is significant inter-county commuting in the multi-county area surrounding Tompkins County. For example, approximately 15,500 persons per day travel into Tompkins from neighboring counties, while approximately 4,500 commute from Tompkins to employment in other counties. Presently, the great majority of intercounty trips (work based and other) in the region are made by car on state highways. Increases in fuel prices create a significant hardship to commuting workers, particularly low-income workers. Persons without cars have very limited opportunity to consider regional employment and/or education opportunities; and face great obstacles in completing medical, social, shopping and other regional trip purposes.

Currently, intercounty commuter bus service (transit) is the most visible alternative to driving alone. Transit is the most expensive mode to operate and is primarily used for high volume commuter bus service to principal employment areas in Ithaca, Elmira and Binghamton.

Statement of Need:

·         Need to provide transportation options in advance of future increases in fuel costs.

·         Need to provide transportation options for human services, medical services and other non-commuting trips.

·         Need to provide transportation options that facilitate movement of people in the multicounty area surrounding Tompkins County – Tioga, Schuyler, Seneca, Cayuga, Cortland, Broome and Chemung Counties – for all trip purposes.

 Approach:
  • Regional Transportation Coalition - A group of people representing county governments, higher education, transit, human services and planning interests from the study area have been meeting periodically, hosted by TC3, to discuss the need for better coordinated transportation in the area. The group has determined that a feasibility study is needed as an initial step in this process.
  • The proposed study is envisioned as a regional mobility study, not just a regional transit study. Its purpose is to increase, and better manage, mobility alternatives for intercounty travel for all trip purposes.
  • A regional approach to mobility management looks to increase the efficiency and effectiveness of existing mobility services, develop and market realistic mobility choices to the public, and enable coordination among counties to reduce costs and increase sustainability  of public transportation and human services transportation  programs.
  • An effective regional mobility program could reduce the volume, or at least reduce the growth rate, of commuter traffic on the highway network.
 
End Product
  • A regional mobility plan that is comprehensive, including all alternatives to reduce drive-alone automobile trips and to provide realistic options to persons who are unable to or choose not to drive.
  • The regional mobility plan should be developed as a regional mobility management plan to cost-effectively increase intercounty mobility services.
  • Description of strategies to shift from drive-alone trips to different shared trip options that will reduce pressure on the highway system.
  • Analysis and recommendations for regional bus transportation, including commuter bus and intercity bus services.
  • In addition to bus transit, evaluate other mobility management strategies, such as van pools, guaranteed ride home, ridesharing, centralized transportation information, etc., for coordinated implementation region-wide.
  • Consideration of intercounty travel needs of human service agencies and a regional approach to coordinated public transportation – human service transportation planning.

Financing

Total budget is $250,000.
Project is funded by federal surface transportation program flexible (STP Flex) FHWA funds, flexed to the FTA Sec 5307 Program. The project is included in the Ithaca-Tompkins County Transportation Council’s  5-year 2011-2015 Transportation Improvement Program (www.tompkins-co.org/itctc) .
